An Evaluation of the Humanitarian Supply Chains in the Event of Flash Flooding

Humanitarian supply chains play a major role in enabling disaster-affected areas to recover timely manner and enable economic social activities be restored. However, the sudden onset increasing frequency of natural disasters such as flash floods require humanitarian resilient during relief process. In this study, evaluation indicators were identified from literature Delphi method, weights calculated using ANP method; method was combined with Pythagorean fuzzy VIKOR (PFs-VIKOR) propose ANP-PFs-VIKOR model. The model used examine example 2021 megaflood event Zhengzhou City evaluate performance chain four cities. findings suggest that indicator strongest impact on effectiveness is coordination among participating organizations. Dengfeng found have best performing chain. research provide some helpful indication importance various emergency measures which can help inform policy recommendations for municipal government.
